Khelafat Majlis was launched on 8 December 1989 at a national conference in the Institution of Engineers, Bangladesh (IEB) auditorium in Dhaka; under the leadership of Shaikhul Hadith Azizul Haque, leaders of Ahmad Abdul Quader's Islami Jubo Shibir, a faction of the National Awami Party (NAP) and Tamaddun Majlish joined it. The party took part in the 1990 mass uprising against Ershad.
In 2005 the party split over staying in the BNP-led four-party alliance; in the faction that stayed, Muhammad Ishaq became Ameer and Ahmad Abdul Quader secretary general, and it is this faction that carries on as Khelafat Majlis.
